About the Position:

COP Construction is looking for an Estimating Administrator in our Billings, MT office to assist our Montana, & Wyoming Estimating Divisions. The person in this position assists multiple estimators during the bidding process and performs other duties as assigned. The right individual will have at least 2 years of experience working in or around the construction industry and will be proficient in Microsoft Excel and Word.  Additionally, this person will be flexible, creative and a proactive problem solver adept at achieving results in a team-oriented and collaborative environment, but also able to function effectively working independently.


  • After the Estimating Manager has made a bid assignment order contract documents and start a file for each project
  • Print out plans and specifications for Estimating and Operations as needed
  • Review contract requirements in detail, order bonds, send out for an insurance review and ensure we have all of the proper paperwork required for each bid
  • Perform all Minority and Disadvantage business bid advertising for each contract
  • Manage and maintain our SmartBid system for bid solicitations
  • Assemble all bid packages and obtain all necessary signatures and attachments
  • Submit MDT and WYDOT bids electronically
  • Prepare project prequalification information for submittal.
  • Collect and keep electronic files for all projects we bid
  • After a successful bid, work with the Estimators to turn the project over to Operations.  This involves helping with creating the following; project information sheet, budgets, schedules, purchase agreements, subcontracts, assembling all notes, and ultimately building a document with all of this.
  • Answering the phone when others in the office are absent.
  • Perform administrative tasks and data entry as needed for Estimators.
  • Manage the Estimating copy room keeping it in orderly fashion, order all supplies for Estimating, and work with the vendor to ensure our copier is working correctly.

  • Very detailed oriented and organized
  • 2 years of construction operations experience, based upon assigned area of operations.
  • Knowledge, skills and abilities typically needed for competent performance include but are not limited to the following:
  • Experience and proficiency (intermediate to expert level) in the use of PC with Microsoft applications (Word, Excel, etc.)
  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills.
